Minutes for March 19, 2008 Selectmen’s Meeting

Members Present:  Jean C. Harmon, Clifford L. Emery, Robert C. Libby, Daniel T. Collomy and Linda W. Pulsoni.

Others Present:  Keith Emery, Olive Collomy, Peter Burns and Peter Pinkham.

Business Meeting Agenda

1.      Call to Order.

The Meeting was called to order at 7:03 p.m.

2.      Approval of Prior Meeting Minutes.

Selectmen’s Meeting Minutes March 12, 2008.  Approved 5-0.

3.      Discussion held between 5:00 & 7:00 p.m.

5:30 p.m. – Pat Chase and the Pleasant Point Park Trustees – discuss plans for the Park for the upcoming year and a grant for Project Canopy.


4.      Review of Correspondence.

5.      Review of Projects and Issues.

Selectman Collomy reported that he is working on estimates for replacing the shingles for the roof of the Town Hall.

Selectman Pulsoni thanked Greg Heffernan for his presentation on the Transfer Station the prior week.  She reported that on Saturday she rode with a Police Officer to take a look at the roads and the problems.  Sunday she completed her filing system and reported that she understood what was going on and could throw some files away.

Selectman Emery reported that on Monday he attended an Eleven Town Meeting and it was an open meeting with much discussion.  The York County Dispatch will be closing on July 1 and consolidated with Sanford resulting in a $150,000 savings in the first year.  There was discussion on the jail consolidation.  The State is paying $55 a day for one unused pod and the jail is getting $85 a day per inmate in another pod.  The new acting administrator has found an account for $300,000 that no one knows what it was for and what it does.  The Attorney fees last year for York County were $300,000.  There was a comparison of Cumberland County’s legal fees which are about $150,000.  There was also discussion about mutual animal control with Shapleigh and Poland.

Selectman Harmon reported that she attended a Meeting last Friday at the Superintendent’s Office regarding EDU281.  It appears there will be a budget increase of 3.69%.  

6.      Old Business.

Selectmen Pulsoni asked if the oldest resident of the Town has been determined.  It is still being explored.

8.      Executive Orders.

E.O.070803012 – An order to approve Greg Heffernan’s attendance to a workshop “Writing An Effective Grant Application”.  Approved 5-0.

E.O.070803013 – An order to approve an Abatement for Tax Year 2007/08 for [Map 1, Lot 137-1A] for Real Estate taxes in the amount of $532.98.  Approved 5-0.

E.O.070803014 An order to approve an Abatement for Tax Year 2007/08 for [Map 6, Lot 13] for Real Estate taxes in the amount of $476.11.  Approved 5-0.

9.      Executive Orders by Initiative.

None


10.     Accounts Payable and Payroll Warrants.

E.O.070803010 -- An order approving expenditures as documented in Accounts Payable Warrant #38-08.  Approved 5-0.

12.     Other Business.


Nomination papers for open elected positions are available starting today from the Town Clerk.

The Town is sending out letters to a select number of residents reminding them that there are 30 days remaining on the opportunity of redemption.


Selectmen Harmon stated that some Budget Committee members would like to meet with the Town’s auditors regarding the Recreation Budget.

Selectman Libby stated that the Board missed Sue Myers, the Town’s Tax Collector and hopes she will be back to work soon.



13.     Public Comments and Questions.

Keith Emery reported the Route 112 from Plummer’s Store to Gorham Sand and Gravel has been posted.

Selectman Libby stated the he had looked into the cost of the flags and they are $50 with all the hardware and $20 for just the flag.

Peter Pinkham suggested that the Boy Scouts may want to take on the flag project as a way to make money – putting them up, taking them down each year.
